Maryland Aviation Administration & Maryland Transportation Authority
To facilitate the implementation of the MAA and MdTA compliance audit programs, The SEMCAS Group was retained as part of a team of auditors to conduct compliance audits at several MAA and MdTA maintenance facilities. Each compliance audit covered regulatory requirements related to CAA, CWA, SDWA, FIFRA, RCRA, TSCA, and EPCRA. Typical audits lasted between two and three days.

SEMCAS assisted MAA and MdTA with the implementation of an environmental compliance audit program that will play a critical role in protecting human health and the environment by identifying, correcting, and ultimately preventing violations of environmental regulations. SEMCAS also prepared Environmental Compliance Facility Audit Reports that documents compliance status with applicable laws, regulations, permits, and consent decrees; outlines root cause for areas of noncompliance; identifies corrective actions to ameliorate the causes of violations; and highlights areas of exemplary performance (positive findings).

Maryland Energy Administration
In 2008, SEMCAS was retained by MEA as part of a team of consultants to review and analyze EmPOWER Maryland Utility Efficiency Programs; and to provide MEA with expert assistance with the development of program initiative plans and budgets for the expenditure of the RGGI-Maryland Strategic Energy Investment Fund.

SEMCAS provided input and analysis that allowed MEA to recommend modifications to the EmPOWER Maryland Utility Efficiency Plans that will help maximize the statewide impacts and benefits of the programs. Also, the scope of work requirements that SEMCAS helped to develop will enable MEA to better select technical, evaluation, and financial contractors to implement MEA's suite of energy efficiency programs.

Maryland Public Service Commission
SEMCAS was retained by the Commission as part of a team of consultants to evaluate ways that Maryland can address the looming shortage of generation resources within the State. Our analyses focused on generation capacity substitutes, such as demand-side management and specifically, demand response, energy efficiency, and renewable energy sources.

Based on the analysis provided by SEMCAS and its team members, the Commission was able to file a report with the General Assembly and brief the Senate Finance Committee at a legislative hearing in December 2007. Furthermore, the data and analysis provided by SEMCAS enabled the Commission to make recommendations and undertake plans that will require the electric industry to implement aggressive and cost-effective demand management and energy conservation programs.
